Williams is a Distinguished Professor of Family and Community Medicine at the University of New Mexico School of Medicine. He received his MD from Baylor College of Medicine in 1977, and completed a residency in Family Medicine at the University of Rochester in 1980. He completed a Masters of Public Health (MPH) degree at Harvard in 1990. He has been a Board Certified Family Physician since 1980.

Williams has focused his career, scholarly work and research on care of medically underserved populations. He has provided primary care in underserved communities domestically, in rural and inner-city settings, and internationally in low-income countries. His research has had a particular focus on the intersection between the community and primary care of the individual, as well as on issues of health disparities and health equity.

Williams has been recognized as:
